Otot is a national network providing community-based emergency shelters and long-term residential facilities for at-risk youth.
Learning centers
OTOT Association operates seven learning centers in collaboration with the Hila Program, a program established due to the need to provide a unique response to youth dropping out of formal settings for various reasons, and the need to integrate them.
Night counselors for shelters
The shelters absorb boys and girls aged 13-18 for a period of up to 3 months. During their stay, the youth receive a solution for basic needs within professional frameworks

About Us
We provide a safe, stable home for more than 1,500 young people annually, ages 12-26, from all sectors of Israeli society including religious, ultra-Orthodox, Arab and LGBTQ+ communities. As survivors of domestic abuse, sexual violence and extreme poverty, our residents’ needs are vast. We are committed to giving them the counselling and support services to re-integrate into society.
Every aspect of the Otot experience – from the physical design of the rooms to the individualized educational and occupational programs – reflects our focus on empowering our residents. Our staff, including social workers, psychiatrists and trained counselors, are trained in crisis management and trauma therapy.
